as a test i changed fram rate to 7.5 per sec

i noticed that image got bigger -- (not me do a resize)
and image is not quite as good as 15 Fps

my question would a 30 Fps be a better image? -- what does frame rate do for image resolution?

Everyone will say that a higher frame rate is better but if the seeing is good a slower rate within reason will still produce a great image.

With the SHG the scanning rate impacts on the number of frames obtained during the scan.
The non driven scan takes 120 sec for the full disk, an effective frame rate of 15fps then gives 1800 frames, at 7.5fps you get 900 frames.
When you extract the strip and combine for the spectroheliogram the bandwidth and final aspect ratio correction will impact on the resolution. What strip width are you using??

Changing the frame rate should not affect the image scale.
(For SHG images each individual frame selected from the AVI becomes a part of the final image. There's currently no frame stacking available - this means that the individual exposure has to be long enough to give a good histogram with EACH frame to reach down into the line core....)
